II.2.1)Total quantity or scope:
AES wish to select equipment in the form of a Heavy Duty Gas Turbine and associated Long Term Service Agreement to form part of the Combined Cycle Power Plant. Original Equipment Manufacturers for Heavy Duty Gas Turbines of a capacity greater than 250MW (ISO) (single unit, simple cycle) on natural gas fuel and suitable for 50 Hz grid are invited to express interest in supplying equipment to form part or all of a Combined Cycle Gas Turbine Plant.
AES Electric are currently appraising options to develop our generation portfolio through investment in thermal asset new build in line with group strategy, the changing electricity market and considering the likelihood that some existing assets, particularly the Ballylumford conventional gas-fired units and the Kilroot coal-fired units will reach the end of their lifetime over the coming 3-8 years. Preparations are currently underway by the Single Electricity Market committee to hold a T-4 Capacity Auction in 2018 with the potential to obtain a 10-year contract. AES Electric are currently preparing a bid(s) for new build capacity to submit to this auction in the prospect of being awarded a Reliability Option. This PQQ represents an indication of a portion of the technical options AES Electric intend to bid, which will be updated by the ITT/N with specific technical and functional requirements.
The Project will have a capacity in the region of 400-600MW, developed in a single phase to enter Commercial Operation in 2022 and will be configured to provide primarily baseload generation to the system with cycling and potentially peaking capability. In addition to meeting these requirements the project should be configured to provide maximum electrical efficiency, availability and flexibility (in terms of start-up, turndown and ramping) at the lowest possible installed cost and while providing safe economic operability and excellent environment performance. The project will need to meet the requirements of United Kingdom, Northern Ireland, European and International Regulations, Orders, Directives, BREF and standards, and comply with local permits, licences and Grid Code. The Project will be constructed on an existing AES brown field site in Northern Ireland and integrated with existing infrastructure where sensible.

The Pre-Qualification Questionnaire will be provided upon request. Application for information and participation to the PQQ must be in writing and submitted to Steven Rodgers referencing the Contract title to as per the details provided in Section 1.1) of this notice.
