The figure indicated at II.1.5) represents the upper limit the upper limit of an estimated contract value which rangers from 3 500 000 - 5 000 000 GBP. This range reflects the potential scale of the contract and takes into account such changes to the scope and/or the scale which may result from future operational requirements. The contract will allow Northern Ireland's central government departments, theirs arms lengths bodies and the wider public sector in Northern Ireland to access services for the removal of protectively marked paper and optical and magnetic waste. Government policy is to mandate that NI Central government departments, executive agencies and non department public bodies purchase services using this contract. Further details can be found at https://www.finance-ni.gov.uk/publications/list-public-bodies-which-can-participate-cpd-collaborative-frameworks However any government policy mandating the use of the contract will not confer an exclusive right to supply the services on suppliers. The government may change any aspect of its policy, including this mandate, at any time during the term of the contract without incurring liability to suppliers. The pricing strategy applied and the setting of cost / profits margins are a commercial decision for economic operators when submitting a bid for this competition.

CPD will comply with the public contracts regulations 2015 and, where appropriate, will incorporated a standstill period (i.e. a minimum 10 calendar days) at the point information on the award of contract is communicated to tenderers. That notification will provide full information on the award decision. This provides time for the unsuccessful tenderers to challenge the award decision before the contract is entered into.
