PF16-019 Multi-Element Improvement (MEI) Works to Dillon Court and Riverview House, Strabane.
Dillon Court: The vast majority (26nr) of the scheme's apartments are one-bedroom units, with the remainder comprising three-person two-bedroom units. Although Dillon Court is a scheme that offers 24/7 support to its residents, the care is delivered ‘in-house’ by Choice's officers and, as such, there is no joint-managed involvement required. Dillon Court is fairly unique, in many respects, in that it effectively brings three different levels of support (clients with mental health issues, vulnerable adults, as well as homeless support) under the banner of a single scheme.
Riverview House: is located within walking distance of Strabane's busy town centre and comprises an infill, purpose-built development of 13nr modern, self-contained, one-bedroom apartments, which is served by two separate communal lobbies and stairwells. Riverview House is located at the southern end of Main Street within the town and was developed during the early-2000s by Ulidia Housing.
Dillon Court
The package of proposed multi-element improvements proposed will comprise of:
- Kitchen replacement works (inc. M&E),
- Conversion from existing ‘Economy 7’ electric heating to mains-fired gas (in conjunction with the on-going ‘Gas to the West’ project to Strabane town by SGN Natural Gas),
- External cyclical redecoration works,
- Glazing replacement works throughout,
- The removal and replacement of external doorsets,
- The provision of a new door-entry/intercom system (where required) to serve a number of the upper-storey apartments,
- Rainwater goods clearance & essential repairs,
- Refurbishment works to the internal communal areas serving each accommodation block.
Riverview House.
The works comprise of:
- Conversion from existing ‘Economy 7’ electric heating to mains-fired gas (in conjunction with the on-going ‘Gas to the West’ project to Strabane town by SGN Natural Gas),
- Restoration of the scheme's external facades, including render cleaning, cyclical redecoration works to include pre-paint remedial works,
- Clearance and flushing clear of rainwater goods.

The cost of responding to the Pre-Qualification Package (PQQP) and any subsequent tender information and/or participation exercise in the procurement process generally will be borne solely by the economic operator participating. A Memorandum of Information and Pre-Qualification Questionnaire Package (PQQP)is available in respect of the project referred to in Section I) above. Economic operators should note that the Contracting Authority reserves the right to cancel this procurement process at any stage. Any expenditure, work or effort undertaken prior to the contract award is at the sole risk of the economic operator participating in this procurement process. All discussions and correspondence will be deemed strictly ‘Subject to Contract’ until a formal contract is entered into. The formal contract shall not be binding until it has been signed and dated by the duly authorised representatives of the parties. Any date given in Section IV) above is a best estimate at the time of dispatch. The Contracting Authority reserves the right to extend any such date. Neither the publication of this Notice nor the employment of any particular terminology or any other indication shall be taken to mean that the Contracting Authority intends to hold itself bound by Directive 2014/24/EU of the European Parliament and of the Council (as Amended) as implemented by the Public Contracts Regulations 2015.
