It wants to continue to build on the success of the legacy associations and provide an even better service offering for its customers and stakeholders. The new Choice brand will aspire to develop excellent customer services and its new brand essence ‘Working together for positive change’ will help it to build strong relationships with its customer groups and forums to share new ideas and innovations in service delivery.

The estimated fee value, excluding VAT, of the Works is in the cost range of [1 000 000 - 25 000 000 GBP]. Due to the nature of the Contract, it is difficult for the Contracting Authority to estimate the value of this opportunity; therefore this value is an estimate only.

The Contracting Authority seeks land in the following area:

North Belfast

In the interests of providing an efficient housing management service, the Contracting Authority will not consider Sites which provide less than 10 units or more than 200 units. The units can be delivered over a number of Sites or on one Site. However, the Contracting Authority will not consider any one Site that provides less than 10 units.

The Contract is for the provision of land for design and build contracts in Northern Ireland. Economic Operators must provide the land, design, construct and ensure completion of the scheme for the Contracting Authority in accordance with, in relation to social housing, the Department for Social Development Housing Guide, the Contracting Authority's requirements and statutory body requirements.

The Contracting Authority requires Economic Operators to put forward schemes which offer a high quality development social housing.

A key requirement of the PQQ stage is the suitability of the Economic Operators' Sites for the development of social housing.

The estimated fee value, excluding VAT, of the Works is in the cost range of [1 000 000 - 25 000 000 GBP]. Due to the nature of the Contract, it is difficult for the Contracting Authority to estimate the value of this opportunity; therefore this value is an estimate only.

An estimated contract duration of 12 months has been provided based on the minimum 10 units.

The cost of responding to the Pre-Qualification Package (PQQP) and any subsequent tender information and/or participation exercise in the procurement process generally will be borne solely by the economic operator participating. A Memorandum of Information and Pre-Qualification Questionnaire Package (PQQP) is available in respect of the project referred to in Section I) above. Economic operators should note that the Contracting Authority reserves the right to cancel this procurement process at any stage. Any expenditure, work or effort undertaken prior to the contract award is at the sole risk of the economic operator participating in this procurement process. All discussions and correspondence will be deemed strictly ‘Subject to Contract’ until a formal contract is entered into. The formal contract shall not be binding until it has been signed and dated by the duly authorised representatives of the parties. Any date given in Section IV) above is a best estimate at the time of dispatch. The Contracting Authority reserves the right to extend any such date. Neither the publication of this Notice nor the employment of any particular terminology or any other indication shall be taken to mean that the Contracting Authority intends to hold itself bound by Directive 2014/24/EU of the European Parliament and of the Council (as Amended) as implemented by the Public Contracts Regulations 2015.
