DAERA has a number of major business critical IT changes which have time constraints and requires the continuity of existing resources with extensive technical and business knowledge to successfully achieve these changes. The Department is not currently in a position to mitigate risks associated with transitioning to a new supply base. DAERA must maintain business delivery and continue to successfully develop the underpinning ICT capability and applications to support the CAP Reform programme. The incumbent, who was previously appointed through the NI Direct Strategic Partner Procurement, has existing knowledge of DAERA ICT systems and data, which will be essential for the successful delivery of these requirements within a challenging and complex delivery programme. It is essential that DAERA has sufficient support services in place to ensure ongoing business delivery and to successfully manage the transition to new contract arrangements in a controlled manner. There is a need for additional contractual arrangements to be put in place to allow a controlled handover from the existing BT resources to the new supplier. The incumbent, who was previously appointed through the NI Direct Strategic Partner Procurement, has existing knowledge of DAERA ICT systems and data, which is essential for the successful delivery of these requirements within a challenging and complex delivery programme.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Following the publication of a VEAT notice, 2017/S 031-056312, This contract is being modified in accordance with Regulation 72 1 b. of the Public Contracts Regulations. This will extend the contract for 5 months or until end of spend. This will ensure DAERA has sufficient support services in place to ensure ongoing business delivery and to successfully manage the transition to new contract arrangements in a controlled manner.
