By virtue of a Contract Award Notice 2016/S 069-119620 dispatched on 6.5.2016 the successful bidder was Pan Residential Limited. In accordance with the rules set down in the competition documents and Regulation 63(1)(a) and 63(1)(b) the successful bidder relied on the capacities of another entity to fulfil the economic and financial standing and the technical and professional ability criteria. The other entity used is known as ‘Donaghmore Construction Ltd’. For those aspects that Pan Residential Limited sought the capacity of Donaghmore Construction Ltd, Pan Residential Limited now intend to use the capacity of ‘E.H. Allingham (Construction) Ltd’ whose registered address is Suite B, 2nd Floor, Tees House, Tanners Wharf, London Road, Bishops Stortford, Herts, CM23 3GW. E.H. Allingham (Construction) Ltd satisfy the criteria for other entities as set down in the original competition documents. This has been brought about by events unforeseeable by the contracting authority.
