Explanation:

This Direct Award Contract - DAC80/17 is necessary to allow the existing supplier BT and its subcontractors Civica and Cranmore to complete a number of projects where extensive work i.e. Alpha and Beta Agile phases have already been progressed. The initial work was carried out under a contractual arrangement which is no longer available to the Contracting Authority. As the Contracting Authority had anticipated that the completion of the work was covered under the scope of the existing contractual arrangements, no measures were put in place to allow these later stages to be carried out by another supplier. Specifically the necessity to use specific know how, tools and means to complete this work is only at the disposal of BT, Civica and Cranmore. This Direct Award Contract will cover the system development work in relation to; - Commercial Transport System. CTS. , passenger transport licensing including driver/motorcycle instructor registration. - Compliance Enforcement. Enforcement of licensing, road-worthiness and other legal requirements; - Testing; delivering driving test app on mobile device, plus integration with test centre equipment software. This contract award does not include the Booking and Scheduling System requirement which will be openly tendered later this year. The DAC is subject to final approval of the business case.
