Explanation:

The NBN Trust are currently progressing the development of a UK-wide Atlas based approach for the future dissemination of biodiversity information. NBN Trust has managed this development in both Scotland and Wales. To ensure that we are fully integrated within the planned structure for the UK, it is critical that we adopt the same model in Northern Ireland. The AoLNI cannot proceed without the management and guidance of the NBN Trust. There is no other individual or company with the required expertise or knowledge that can manage this development for Northern Ireland. Therefore, this Contract will be awarded on the basis of regulation 32.2.b. for reasons where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement.
