This PIN is being published for the sole purpose of informing potential candidates of the Project and to facilitate Newtownabbey Borough Council (NBC) in carrying out a market sounding exercise. The Project is for the Design, Build, Finance, Construction and Operation of a new crematorium facility in Newtownabbey, Co Antrim, Northern Ireland. It is expected that the successful tenderer will be solely responsible for the capital expenditure of the construction and start-up costs associated with bringing a new facility of this to an operational standard. The tenderer will also be expected to operate and manage the services to be provided at the crematorium facility for 25 year term post-construction.

It is anticipated that the competitive dialogue procedure will be used to procure this project and the finance and payment arrangements may form part of the dialogue process.

Prior to the anticipated issue of a contract notice, interested parties are invited to participate in a market sounding exercise which is intended to obtain views from interested parties in relation to possible barriers and possible solutions for a project of this type. It is intended to use this information to assist NBC with the planning of the project. NBC also reserves the right to split the project into bundles if it is deemed expedient to do so.

Participants’ views on the market sounding exercise must be submitted before 12:00 noon on Friday 3.10.2014.
It should be noted by potential bidders that participation or the non-participation in the market sounding exercise will not prejudice or influence a bid in any way nor guarantee or influence pre-qualification for this project. Please note that NBC has issued this PIN purely as a notification to potential bidders that NBC are considering procuring this project and as a market sounding exercise.
Review of Public Administration (RPA):
The PPP Contract will be awarded to the successful tenderer(s) on the understanding that at a time within the duration of the Contract, there may be a need for reassignment from the Contracting Authority to an alternatively names body within the Northern Ireland Local Government Sector. The name of the alternative body will be that as defined under the current Review of Public Administration and any subsequent enabling legislation. It is understood that without prejudice the successful tenderer(s) will accept any reassignment of this Contract or alternatively, the termination of the Contract should this become a requirement under RPA. The Contracting Authority will not liable to pay any compensation whatsoever in connection therewith.
